HOMELAND SECURITY
LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM (LETPP), and
STATE HOMELAND SECURITY GRANT PROGRAM (SHSGP)
The Homeland Security programs seek to provide law enforcement communities with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism. The LETPP will provide law enforcement communities with funds for the following activities: 1) information sharing to preempt terrorist attacks; 2) target hardening to reduce vulnerability of selected high value targets; 3) threat recognition to recognize the potential or development of a threat; 4) intervention activities to interdict terrorists before they can execute a threat; 5) interoperable communications; and 6) management and administration. The Louisiana Commission on Law Enforcement has approved area numbers one and five for funding in Louisiana for the LETPP program. The SHSGP provides funds for 1) interoperable communications, 2) critical infrastructure, 3) imagery acquisitions, 4) medical surge and mass prophylaxsis, 5) citizen preparedness, 6) emergency operations plan updates, 7) urban search and rescue, and 8) improvised explosive mitigation
The State Administrative Agency (SAA) must coordinate the implementation of this program with the State's Lead Law Enforcement Agency (LLEA). When identifying administrative and planning needs, each grantee should assess current staffing levels and determine whether a portion of the program funds should be used to enhance administrative capabilities within the LEAA.
